Assistant General Manager

Job Overview

We are seeking an experienced and strategic Assistant General Manager (AGM) to support executive leadership in overseeing operations, business management, and project execution across our construction portfolio. Working closely with the General Manager, you will lead cross-functional site and corporate teams, ensure strict compliance with Singapore statutory regulations (BCA, MOM, NEA), drive operational profitability, and accelerate digital transformation initiatives.

Key Responsibilities

1. Operational Leadership & Project Governance

  • Assist the General Manager in directing daily construction operations, resource allocation, and corporate strategy execution.

  • Direct project directors and project managers to ensure projects are delivered on time, within budget, and to specified quality standards.

  • Establish standard operating procedures (SOPs) across project planning, site management, procurement, and risk mitigation.

2. Financial Management & Commercial Growth

  • Manage project profit-and-loss (P&L), monitor cash flows, and oversee project budget controls.

  • Drive tender preparation, contract negotiation, selection of subcontractors, and value engineering initiatives.

  • Track monthly progress claims, variation orders (VOs), and final account settlements with developers, consultants, and subcontractors.

3. Safety, Quality & Regulatory Compliance

  • Uphold high standards of Workplace Safety and Health (WSH) across all sites, complying with MOM, NEA, and BCA regulations.

  • Champion BCA Construction Quality Assessment System (CONQUAS) standards and Quality, Environmental, Health, and Safety (QEHS) management systems.

  • Represent the company in consultations with government authorities, clients, developers, and trade associations.

4. Digitalization & Innovation

  • Drive adoption of Integrated Digital Delivery (IDD), Building Information Modelling (BIM), and site productivity technologies under Singapore’s Built Environment Industry Transformation Map (ITM).

5. Stakeholder Management & Team Leadership

  • Act as a key liaison between senior executives, site leadership, clients, authorities, and external partners.

  • Recruit, mentor, and build technical talent across corporate and project divisions.

Requirements & Qualifications

  • Education: Bachelor’s Degree in Civil Engineering, Construction Management, Building, or a related discipline recognized by PE Board Singapore. A Master’s Degree or MBA is an advantage.

  • Experience: Minimum 5 years of progressive experience in the Singapore construction industry, with at least 4–5 years in a senior management or Project Director role handling large-scale civil or building projects.

  • Regulatory & Technical Knowledge:

    • In-depth understanding of Singapore building codes, Security of Payment Act (SOPA), Public Sector Standard Conditions of Contract (PSSCOC) / REDAS contracts, and MOM WSH Act.

    • Strong commercial acumen in procurement, tendering, cost control, and dispute resolution.

    • Familiarity with Green Mark, CONQUAS, and IDD/BIM integration.

  • Skills: Strong leadership, strategic planning, negotiation, and high-level crisis management abilities.
