Bilingual PSA Manager


Under general supervision, the Prevention of Sexual Abuse (PSA) Manager is responsible for the oversight, coordination, and implementation of the organization’s Prevention of Sexual Harassment Program in accordance with federal and agency standards and applicable federal and state regulations. Bilingual Spanish is required.


This role ensures that all federally-funded programs, such as shelters, transitional foster care, and residential care sites maintain full compliance with federal/agency Prevention of Sexual Abuse (PSA) Standards, safeguard the rights and safety of unaccompanied children, and promote a trauma-informed and abuse-free environment.


The PSA Manager serves as the agency’s subject matter expert and point of contact for PSA compliance, investigations, staff training, and corrective actions. The position requires exceptional attention to detail, strong ethical judgment, and the ability to lead sensitive investigations with professionalism and integrity.


Duties and Responsibilities:

  • Oversee implementation of federal/agency Prevention of Sexual Abuse (PSA) Standards across all programs.
  • Serve as the agency’s primary liaison to federal/agency on all matters related to PSA compliance and reporting.
  • Ensure all staff, contractors, and volunteers understand and adhere to zero-tolerance policies for sexual abuse, sexual harassment, and retaliation.
  • Maintain comprehensive records of PSA compliance activities, including training, audits, investigations, and corrective actions.
  • Coordinate and monitor adherence to PSA standards during monitoring visits, state licensing inspections and internal audits.
  • Lead the organization’s PSA Committee, ensuring cross-departmental collaboration on prevention and response efforts.
  • Develop, implement, and update PSA training curricula for all staff, contractors, and volunteers.
  • Conduct or coordinate pre-service, annual, and refresher trainings on sexual abuse prevention, reporting obligations, and trauma-informed care.
  • Ensure child-appropriate education is provided to all unaccompanied children regarding their rights, protection from abuse, and reporting processes.
  • Evaluate training effectiveness and maintain documentation of completion rates and competency checks.
  • Receive and promptly respond to all allegations of sexual abuse, harassment, or misconduct in accordance with federal/agency, Health and Human Services (HHS)/Administration for Children and Families (ACF), and state reporting requirements.
  • Coordinate internal investigations, ensuring neutrality, confidentiality, and compliance with all regulatory timelines.
  • Collaborate with law enforcement, child protective services, and Federal Field Specialists (FFS) on incident response and resolution.
  • Ensure that alleged victims receive appropriate protection, medical care, mental health services, and support during investigations.
  • Track and analyze incident trends to inform prevention strategies.
  • Conduct regular audits and facility walkthroughs to assess PSA compliance and identify risk factors.
  • Monitor adherence to reporting protocols, supervision requirements, and facility safety standards.
  • Develop corrective action plans (CAPs) in response to internal findings or external monitoring results.
  • Prepare detailed reports for leadership summarizing trends, root causes, and recommended improvements.
  • Promote a culture of accountability, transparency, and continuous quality improvement.
  • Partner with HR, Compliance, and Program Directors to ensure consistent application of PSA standards across all departments.
  • Participate in strategic planning related to safety, risk management, and compliance initiatives.
  • Serve as an advisor to executive leadership on emerging trends and best practices in child safety and abuse prevention.
  • Engage in community partnerships and interagency collaborations to strengthen prevention and response efforts.

  • Maintain a welcoming environment for families and other community partners.
  • Ensure compliance with HIPAA and PII privacy and security requirements.
  • As with all of our positions, we work as a team and various duties may be assigned at any time including tasks to support other AGH programs/services, cleaning, organizing, child care, attending to the needs of the child in your care or in the office, attendance at meetings, transportation, paperwork, etc.
  • Perform other duties as assigned.

Hiring Rate of Pay: $32.50 per hour
