Job Description:

GDIT is seeking a Program Manager to support the National Institutes of Health (NIH), Center for Information Technology (CIT) for the Business Applications Services (BAS) Program. The Program Manager serves as the senior operational lead for all contract-level activities across the BAS portfolio, providing strategic oversight, governance, and coordination to ensure programs deliver measurable mission outcomes. This role is responsible for planning, directing, and monitoring multi‑workstream efforts; managing cost, schedule, and performance baselines; and ensuring contractor resources execute work in alignment with NIH, CIT, and BAS priorities. The Program Manager operates as the Government’s primary point of contact for program-level communication, risk escalation, and performance reporting, ensuring consistent, compliant, and predictable delivery across complex federal environment.

Responsibilities will include:

  • Lead all contract‑level scope, schedule, cost, and performance management across the BAS portfolio.
  • Serve as the Government’s primary point of contact for program oversight, status, risks, and decision‑making.
  • Direct integrated program management processes, including planning, governance, reporting, dashboards, and risk/issue tracking.
  • Oversee financial management: burn rate, forecasts, status reports, and contract‑required financial documentation.
  • Manage staffing, subcontractors, surge capacity, and resource alignment across all BAS programs.
  • Ensure adoption and compliance with BAS delivery standards: EPLC, DevSecOps, cloud‑native, and AI‑assisted development.
  • Coordinate transition‑in and transition‑out activities, ensuring continuity, documentation, and stable handoff.
  • Ensure all BAS systems and teams meet security, ATO, configuration‑management, and change‑control obligations.

Required Qualifications and Skills:

  • Bachelor's Degree (or equivalent)
  • Minimum 15 years of experience in IT program or portfolio management, including leading large multi‑application federal IT contracts.
  • Minimum 5 years of experience managing large, multi-application federal IT contracts of similar scope and complexity.
  • Demonstrated experience managing T&M and FFP contract vehicles simultaneously.
  • Demonstrated experience leading teams delivering via AI-assisted, DevSecOps, and cloud-native practices.
  • Strong financial management skills, including burn‑rate tracking, forecasting, reporting, and cost‑performance oversight.
  • Proven ability to manage subcontractors, cross‑functional teams, surge staffing, and large‑scale program transitions.
  • Excellent executive communication, stakeholder management, and leadership skills, ensuring alignment across diverse BAS program areas.

Desired Skills:

  • Experience supporting NIH or CIT environments
  • Proven ability to drive modernization initiatives (cloud‑native, DevSecOps, automation, AI‑assisted delivery).
  • Ability to mentor teams, strengthen delivery practices, and guide adoption of new technologies.
  • Experience managing complex portfolios with shifting priorities and onboarding new enterprise systems.
  • Familiarity with workflow automation, enterprise application integration, and large-scale federal operations.
  • Project Management Professional (PMP) certification or equivalent
  • Active NIH badge is a plus

The likely salary range for this position is $188,700 - $255,300. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
