Reporting to the Construction Portfolio Team Manager the Construction Portfolio Manager is a credit oriented position which works in support of the entire Construction Portfolio and is engaged with the full spectrum and types of construction projects underwritten and financed by Rockland Trust. The Construction Portfolio Manager uses their analytical and risk management and administrative skills along with their general construction knowledge to assist the Construction Management Department in fulfilling its mission to oversee and manage the bank’s construction loan portfolio. In this role, the Construction Portfolio Manager ensures that all construction projects are adequately funded, remain in scope, are on schedule, in balance, and that all construction loan advances are warranted by verified work in place. Performance reviews are prepared by the Construction Portfolio Team Manager with input from the Senior Credit Officer overseeing the Construction Department.
Duties include:
- Learn and master Construct, the cloud based construction application housing all of our commercial & residential construction loans.
- Review and set up small and large complex commercial loans on Construct, working with Loan Officers to ensure all documentation is in place so the draw process will run efficiently, and the borrowers receive their funds on a timely basis.
- Create and maintain all Construct access ID’s, add new relationships and third party inspectors in Administration on Construct.
- Provide operational oversight and monitoring of the entire construction portfolio to validate project status of each individual project and identify at-risk projects.
- Manage, prioritize, and assign project inspections and project review workflows for the entire department, ensuring that positive customer experience is consistently maintained.
- Coordinate, manage and stage the Commercial Construction Management Department’s workflow cycle to specifically include: 1) Receipt and disposition of funding requisitions; 2) Enter draw requests on the Construct platform; 3) Assign and schedule field construction inspections; 4) Ensure that the Construct platform is kept updated; 5) Serve as primary contact between the Construction Management Department and Loan Operations to ensure all approved draw requests are funded timely & accurately. Communicate approved advances to the borrower and/or Loan Officer.
- Analyze loan documentation as well as the construction documents, including the construction budget, to perform pre-closing reviews for Commercial construction projects.
- Coordination with third party inspectors, including review and approval of third-party feasibility and inspection reports.
- Approval of construction advances based on recommendation of third-party inspectors, Construction PM assessment of the project in its entirety, and evaluation of the project budget.
- Serve as a primary point of contact between the Construction Management Team and Lending Centers delivering the resources of the Construction Management Team to each lending team.
- Elevate points of concern regarding construction project progress to superiors when such issues arise. Such concerns include determining appropriate funding amounts when discrepancies arise, reconciling differences between project completion costs and remaining funding availability and helping to resolve occasional disputes between borrowers and the bank.
- Review and approve commercial construction funding requests.
- Calculate partial release quotes and monitor construction tracking of the release.
- Assist Construction Portfolio Team Manager with construction related quarter end reports.
- Assist in Audit documentation collection and review.
- Create title rundown list and forward to attorneys. Review all rundowns for notice of contract, mechanics liens, etc., elevate to the Construction Portfolio Team Manager and work with the responsible Loan Officers to resolve.
- Manage inquiries sent to the Construction group inbox and resolve problems by working directly with customers, lending teams, credit colleagues.
- Perform other duties that may be assigned.
Core Competencies:
Prior construction related experience and/or general construction knowledge is preferred. The Construction Portfolio Manager must have a strong interest in furthering and deepening his/her level of general construction and project management knowledge, and an ability to learn such from in-house Construction Department staff. The CPM should also have a willingness to seek general construction related education using outside courses or other resources as may be available. The Construction Portfolio Manager will demonstrate the ability and willingness to make independent recommendations based on their analysis and assessment of information presented by third party construction inspectors, Loan Officers, and borrowers. The CPM must consistently demonstrate a high level of attention to detail, accuracy, initiative, and have the ability to prioritize work.
Minimum Qualifications:
- College degree and/or construction credit experience highly preferred
- Attention to detail and strong analytical and time management skills
- Strong interpersonal and communication skills to interact with internal areas as well as external clients and third party consultants.
- Team oriented and the able to work independently.
- Working knowledge of MS Office products, including Outlook, Word and Excel.
