The Military Post Office Contractor Program Manager leads contract performance for military postal service operations. This role provides program leadership, operational oversight, customer coordination, staffing management, quality control, and compliance support across assigned Military Post Office (MPO) contracts. The Program Manager ensures reliable, secure, and timely postal services that meet contract requirements, Department of Defense standards, and customer expectations.
As required by our governmental client, this position requires an active SECRET clearance to be considered.
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

CPM Responsibilities Include:
- Lead day-to-day execution of Military Post Office contract operations.
- Serve as the primary point of contact for Government customers, Contracting Officer’s Representatives (CORs), military postal leadership, subcontractors, and internal company leadership.
- Develop, implement, and manage program plans, schedules, staffing plans, operating procedures, and performance metrics.
- Ensure postal operations comply with applicable Department of Defense, U.S. Postal Service, Military Postal Service Agency (MPSA), installation, and contract requirements.
- Oversee receipt, sorting, dispatch, delivery, accountable mail, registered mail, directory mail, parcel handling, customer service, and other applicable MPO functions.
- Manage contract personnel, including hiring, onboarding, scheduling, training, performance management, and retention.
- Monitor service delivery, identify performance risks, and implement corrective actions to sustain mission readiness and contract compliance.
- Maintain quality-control processes and conduct regular operational reviews, site assessments, and performance evaluations.
- Track contract deliverables, labor hours, staffing levels, budgets, invoices, and other financial and operational data.
- Prepare and deliver required status reports, performance reports, briefings, incident reports, and other contract documentation.
- Coordinate response and recovery actions for service disruptions, operational incidents, staffing shortages, and emergent mission requirements.
- Identify opportunities to improve efficiency, customer service, cost control, and mission performance.
- Ensure personnel protect sensitive information and follow all security, safety, and records-management requirements.
- Support proposal development, transition planning, staffing, and start-up activities for new or expanded postal service requirements, as assigned.
CPM Experience, Education, Skills, Abilities requested:
Required Qualifications
- Active Secret security clearance.
- Bachelor’s degree in Business, Management, or a closely related discipline and a minimum of five (5) years of program management experience and five (5) years of postal service operations experience; or
- A minimum of eight (8) years of military postal service operations experience and five (5) years of program management experience.
- Demonstrated experience managing complex operational programs, contracts, teams, budgets, schedules, and customer relationships.
- Strong knowledge of military postal service operations, postal accountability procedures, mail handling standards, and customer-service requirements.
- Proven ability to lead geographically dispersed teams and perform effectively in a mission-driven, high-tempo environment.
- Strong written and verbal communication skills, including the ability to prepare reports and brief Government and company leadership.
- Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
Must pass a Cherokee Federal Background Check and Drug Screen.
Preferred Qualifications
- Prior experience supporting Military Post Offices, Army Post Offices, Fleet Post Offices, Diplomatic Post Offices, or other Department of Defense postal operations.
- Experience managing federal government service contracts, including compliance with Performance Work Statements, Quality Assurance Surveillance Plans, staffing requirements, and contract deliverables.
- Knowledge of MPSA, U.S. Postal Service, DoD, Army, Air Force, Navy, Marine Corps, or installation-level postal policies and procedures.
- Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or comparable program-management certification.
Experience leading transition-in, mobilization, or start-up activities for government contracts.
