The data strategy and governance manager is responsible for establishing, implementing, and continuously improving the enterprise data governance, data privacy, and data compliance framework across Al Tayer Group. The role will lead the implementation and adoption of the enterprise data governance platform (Collibra), partnering with business and technology leaders to onboard data owners, data stewards, data custodians, and data champions while embedding governance into day-to-day business operations. The role requires exceptional leadership, stakeholder management, and change management capabilities to drive enterprise-wide data ownership, accountability, and regulatory compliance.
Strategic roles and responsibilities
Data governance and privacy strategy
- Define enterprise data governance standards, policies and controls aligned with business objectives.
- Establish enterprise data ownership model and governance operating procedures.
- Ensure governance processes are embedded into all new data initiatives.
- Maintain the data governance strategy, and develop and implement relevant policies, processes, and tools.
- Support development of business case, resource requirements, and training.
Data governance and privacy business enablement
- Drive awareness and understanding of key data governance and privacy requirements.
- Review business use cases, assess governance needs, and advise in implementation.
Organizational change management & training
- Lead training and adoption initiatives related to data governance and privacy policies, processes, and tools.
Technology selection
- Evaluate and recommend appropriate technologies, tools, and frameworks for data governance principles and processes.
Monitoring & reporting
- Monitor and verify that business units are adhering to personal data collection and processing requirements.
- Periodically review and, where necessary, update the procedures set forth in ATG’s privacy policy.
- Monitor and track remediation steps to bridge gaps identified in privacy audits and assessments.
Enterprise data governance leadership
- Lead the enterprise-wide data governance operating model across all business units.
- Establish governance councils and working groups with executive stakeholders.
- Drive accountability among business data owners, data stewards, data custodians, and data champions.
- Develop governance KPIs and maturity roadmap.
- Promote a strong data-driven culture across the organization.
Data compliance & regulatory governance
- Ensure compliance with applicable data privacy and regulatory frameworks including UAE PDPL, GDPR and other regional regulations.
- Lead privacy impact assessments (PIA), data protection impact assessments (DPIA), data retention policies, and compliance reviews.
- Work closely with legal, information security, and risk teams on regulatory compliance.
- Monitor governance compliance through audits and remediation programmes.
Functional roles and responsibilities
Enterprise data governance platform (Collibra)
- Lead end-to-end implementation, rollout, and continuous enhancement of the Collibra Data Intelligence Platform.
- Configure and administer Collibra Data Catalog, Business Glossary, Data Quality, Data Lineage, Reference Data, and Workflow capabilities.
- Define onboarding standards for data assets, metadata, business glossary, and critical data elements.
- Partner with system owners to automate metadata harvesting and lineage.
- Drive enterprise adoption of Collibra across all business domains.
- Manage relationships with Collibra implementation partners and vendors.
- Develop governance dashboards and KPI reporting within Collibra.
Data governance technology
- Manage the administration of data governance tools (data catalog, quality, etc.). This includes helping the business onboard data assets and users, engaging with vendors for support, maintaining documentation, and conducting training.
Data management
- Drive awareness and understanding of key data governance and privacy requirements.
- Review business unit use cases, assess governance needs, and advise on implementation.
- Conduct data governance pilots with business units to drive adoption of policies, processes, and tools (e.g., data onboarding to catalog).
Data privacy technology
- Partner with the data management team to drive training and adoption initiatives related to data privacy tools.
Data privacy management
- Document, analyze, and respond to data privacy incidents or breaches by coordinating with ATG’s business units, Group Risk & Audit, Legal, and Information Security.
- Develop, review, and monitor records of all data processing activities conducted by ATG.
Business engagement & change leadership
- Lead executive workshops to establish enterprise data ownership.
- Drive onboarding of business data owners and data stewards across all business units.
- Develop governance communication and adoption plans.
- Build executive sponsorship for governance initiatives.
- Facilitate governance councils and decision-making forums.
- Influence senior business leaders to improve data accountability and data quality.
People management roles and responsibilities
Team management and collaboration
- Lead a team of data governance analysts and work closely with data champions, data owners, data stewards, technical data scientists, engineers, and other stakeholders to understand data governance requirements and deliver solutions that meet their needs.
Leadership & stakeholder management
- Demonstrate ability to influence senior executives without direct authority.
- Build high-performing data governance teams.
- Mentor data governance analysts and data stewards.
- Manage cross-functional teams across IT, business, legal, risk, and security.
- Drive organizational change and adoption of governance processes.

- Stay updated with the latest data protection laws and data management solutions, tools, and techniques to drive innovation and improvements within the organization.
Project management
- Lead or contribute to data governance projects, collaborating with cross-functional teams to deliver on time and within scope.
Education, certification and continued education
- Master’s degree in computer science, engineering, data management, or related fields.
- Advanced degrees or certifications in data governance (e.g., CDMP, DGSP) are advantageous.
Experience
- Minimum 10 years leading enterprise data governance programmes.
- Minimum 3–5 years of hands-on experience implementing the Collibra Data Intelligence Platform.
- Proven experience establishing enterprise data governance operating models.
- Demonstrated onboarding of business data owners and data stewards across multiple business units.
- Strong experience implementing data privacy and data compliance programmes.
- Experience establishing business glossary, data catalog, metadata management, and data lineage.
- Experience working within large retail, consumer goods, or diversified enterprise organizations.
- Experience managing system integrators and governance consulting partners.
- Experience delivering enterprise change management programmes.
- Strong understanding of data governance principles, frameworks, and best practices.
- Knowledge of regulatory requirements such as GDPR, CCPA, or other UAE data privacy laws.
- Proven record of managing and growing data governance teams and/or implementing data governance programs and roadmaps.
- Strong executive management and reporting skills as well as demonstrated strategic thinking experience.
- Strong interest in and experience using data to drive business objectives and comfort interfacing with technology as an enabler.
