Finance Department Manager

Role Overview Oversee core financial management across the countries in the region, with primary responsibility for regional tax management, treasury administration, and professional financial support. Organize, coordinate, and supervise country finance teams in completing tax filings, annual tax reconciliations and settlements, audits, accounting operations, and treasury administration. Establish consistent regional management standards, strengthen regional financial management, mitigate tax and treasury risks, and provide professional financial support for regional operations and major projects. Key Responsibilities 1. Coordinate tax filings, annual tax reconciliations and settlements, audits, and accounting operations across the region; supervise completion and follow up on corrective actions. 2. Organize research into tax policies across the region, conduct tax-risk assessments, and recommend appropriate responses. 3. Lead major regional tax matters and coordinate the implementation of tax-related matters in Saudi Arabia. 4. Participate in tax planning during the business-development and marketing stages and review the financial and tax provisions of major contracts. 5. Provide tax advice and policy training to regional management, project teams, and country finance personnel. 6. Maintain the daily cash ledger, prepare daily cash reports, and ensure daily cash records are reconciled and closed. 7. Coordinate weekly and monthly cash reporting and cash-plan preparation, and analyze variances against plan. 8. Maintain core records, including bank-account registers, bank-authorization registers, bank-guarantee registers, and letter-of-credit registers. 9. Organize reviews of bank reconciliation statements and follow up on the clearance of long-outstanding reconciling items. 10. Conduct reviews of core treasury-management practices across the region. This role does not include payment approval, financing, or bank-relationship management. 11. Provide professional financial support for regional operations, tendering, and major projects. 12. Coordinate and supervise priority finance activities in each country and consolidate them into regional management reports. 13. Follow up on the implementation of corrective actions arising from audits, tax inspections, and special reviews.

Qualifications 1. Bachelor's degree or above in Finance, Accounting, Taxation, or a related field. 2. At least eight years of financial management experience, including experience in the Middle East or with a Chinese multinational company. 3. Experience working for a tax authority or another government agency, or for a large accounting firm, is preferred. 4. Sound knowledge of tax management, treasury administration, and financial management. 5. Strong organizational, coordination, communication, execution, and risk-identification skills. 6. Preference will be given to candidates who can use Chinese proficiently for day-to-day work and professional communication. Strong English listening, speaking, reading, and writing skills are required.
