Financial Portfolio & Budget Manager

Financial Portfolio & Budget Manager

Put Your Financial Expertise to Work for a Mission That Matters

Budgets tell a story. At PCHA, that story is about housing, opportunity, and stronger communities.

The Pinellas County Housing Authority (PCHA) is looking for a talented, analytical, and mission-driven Financial Portfolio & Budget Manager to help ensure the financial strength and sustainability of the programs and properties that serve our community.

This isn’t a role where you simply prepare reports and move on to the next spreadsheet. You’ll be a financial partner and problem-solver, helping leaders understand the numbers, identify opportunities, manage resources responsibly, and make informed decisions that support affordable housing throughout Pinellas County.

If you enjoy turning financial data into meaningful insights—and want your work to have an impact beyond the bottom line—we want to hear from you.

Why Your Work Matters

Every property we operate, program we administer, and family we serve depends on strong financial stewardship.

In this role, you’ll help PCHA:

  • Protect and preserve affordable housing resources
  • Strengthen the financial performance of our properties and programs
  • Make thoughtful, data-driven business decisions
  • Responsibly manage public and organizational resources
  • Plan for long-term financial sustainability
  • Continue delivering quality housing and opportunities that improve lives

What You'll Do

As a key member of our Finance team, you’ll manage and analyze the financial performance of assigned properties, programs, grants, and initiatives.

You will:

  • Own the numbers by overseeing financial activities for assigned housing portfolios, programs, and grants
  • Drive the budgeting process through annual budgets, forecasts, projections, and ongoing financial planning
  • Turn data into insight by identifying trends, explaining variances, and providing meaningful financial recommendations
  • Prepare accurate monthly, quarterly, and annual financial reports
  • Monitor cash flow, banking activity, investments, and financial performance
  • Perform account reconciliations and support timely monthly and year-end close processes
  • Assist with annual audits, regulatory reporting, and financial compliance requirements
  • Partner closely with Property Management, Operations, and leadership to understand financial needs and opportunities
  • Identify ways to improve financial processes, reporting, efficiency, and internal controls
  • Help leadership translate financial information into actionable business decisions

You Might Be a Great Fit If You...

  • Love digging into financial data and understanding the “why” behind the numbers
  • Can see both the details and the bigger financial picture
  • Enjoy budgeting, forecasting, financial analysis, and problem-solving
  • Communicate financial information in a way that makes sense to both financial and non-financial audiences
  • Are organized, dependable, and comfortable managing multiple priorities
  • Value accuracy and accountability without losing sight of efficiency
  • Enjoy collaborating with different departments and building strong working relationships
  • Want to use your financial expertise in an organization where your work supports a meaningful public mission
