HSE Manager
Key Responsibilities:
- Review Contractor HSE plans, procedures, policies, and project-specific requirements.
- Monitor Contractor and CSC HSE performance against approved project standards and contractual requirements.
- Review risk assessments, method statements, and safe systems of work from an HSE perspective.
- Conduct PMC HSE inspections, audits, safety observations, and compliance assessments.
- Monitor high-risk construction activities and ensure appropriate control measures are implemented.
- Monitor Permit-to-Work (PTW) arrangements where applicable.
- Identify unsafe conditions, acts, and practices and monitor timely implementation of corrective actions.
- Review incidents, accidents, near misses, and safety observations and participate in incident investigations.
- Monitor Contractor HSE induction, training, toolbox talks, and competency requirements.
- Monitor emergency preparedness, emergency response arrangements, and site emergency procedures.
- Coordinate with Logistics, Construction, Planning, and other PMC functions regarding vehicle, pedestrian, access, and site safety.
- Monitor environmental controls, including waste management, dust, noise, pollution prevention, and spill control.
- Monitor Contractor HSE KPIs, performance trends, leading/lagging indicators, and recurring risks.
- Participate in HSE, construction, progress, and coordination meetings.
- Monitor HSE compliance during testing, commissioning, completion, and handover activities.
- Provide regular HSE reports, identify key risks and trends, and submit recommendations to PMC management and the Client.
Minimum Requirements:
- Bachelor's Degree in Engineering or a related discipline.
- Minimum 10–18 years of total professional experience.
- 8–12 years of experience in similar HSE management roles.
- 7–10 years of GCC/KSA experience.
- Proven experience overseeing HSE performance on major construction or infrastructure projects.
- Previous experience with a PMC or engineering consultancy, monitoring Contractor HSE performance on behalf of the Client, is preferred.
- Experience on major infrastructure, urban development, and multidisciplinary construction projects is preferred.
- Strong knowledge of HSE management systems, risk assessment, incident investigation, audits, inspections, PTW, emergency response, and environmental management.
- Experience managing and coordinating with Contractors, CSCs, consultants, and multidisciplinary project teams.
- Strong knowledge of applicable Saudi/GCC HSE regulations, international standards, and project requirements.
- Relevant professional HSE certification such as NEBOSH, IOSH, or equivalent is preferred.
- Strong leadership, communication, analytical, reporting, coordination, and problem-solving skills.
- Saudi Arabia/GCC project experience is strongly preferred.
