Manager Gas Operation

Job purpose

To plan, direct and manage the supply, production, storage, and dispatch activities of the LPG plants, CNG operations and ensure adequate level of storage and production in a cost-effective way that meets ADNOC Distribution HSSEQ standards and client satisfaction. Also monitor third party transportation activities and plan the maintenance and shutdown of the LPG & CNG sites and review plant modifications, expansion projects and other related proposals and coordinate during execution. Ensure effective utilization of company resources (manpower & equipment), inventory control, quality control and safe handling of equipment and products.

Key accountabilities

Management of operations (LPG, Propane & Butane operations):

Production and material planning:

  • Oversee development of annual, quarterly, and monthly production plan based on the sales forecast. Ensure that production targets meet the sales requirement and implement processes and procedures consistent with ISO requirements to enhance production and achieve the required targets within given timeframes.
  • Guide team leaders in identifying, selecting, and arranging LPG supply demands as per market requirement. Oversee liaising with concerned departments to ensure the availability of plant and equipment and spare parts. Advise on the criticality in terms of specifications, lead time, cylinder stock and LPG bulk inventory.

Production management:

  • Review and control all activities of both LPG plants in terms of production, staffing requirements, overtime and all related aspects of production conducted in a safe, reliable and environmentally responsible manner within ADNOC Distribution’s policies, procedures, financial controls, and governmental regulations.
  • Ensure the agreed production targets of LPG cylinder refilling and LPG bulk loading are met and monitor third party transportation activities to ensure gas orders are delivered on time to the right customers. Ensure bulk propane and butane collection from refineries and delivery to customers/end users as per the agreed schedule.
  • Review production statements in coordination with the Gas Technical team regularly to ensure proper communication of production status to relevant stakeholders.
  • Ensure compliance with all LPG plant facility operating policies and procedures with continuous review and amendment as required. Ensure that all equipment operating manuals, standing orders, and standard operating procedures are up to date and available for operation personnel.
  • Coordinate with all concerned parties within Production Plants Division on all matters related to gas cylinders and bulk activities to meet set targets in accordance with company procedures and service level agreements, considering planned shutdowns.

CNG operations:

  • Manage planning, coordination and supervision of operational activities and assigned personnel, performing management functions established by senior management.
  • Manage Gas Purchase Agreements (GPA) with main gas suppliers including joint meter readings, GRNs and calibration of custody transfer equipment.
  • Oversee and lead liaising with gas suppliers to ensure availability of products as per requirements and ensure quality of product as per ADNOC Distribution’s guidelines.
  • Review daily CNG operations to ensure product storage, receipts, and deliveries by pipeline are accomplished efficiently; maintain product stock loss/gain within agreed limits; and carry out daily inventory analysis and reporting for CNG stocks, consumables, spares for plant & equipment in a timely manner.
  • Develop, lead, manage, maintain, and implement CNG operations standards, procedures and specifications of all operational activities ensuring that latest approved technologies in line with best industry practices are applied and compliance with international standards and established company procedures, guidelines, and regulations.
  • Ensure all safety precautions and following of PTW procedures prior to commencement of work and rigidly adhere to all work instructions during all stages of work at CNG stations.
  • Remain fully conversant with all international developments in the field of natural gas, CNG technology and CNG trailers operations. Overall responsibility towards investigation, identifying, evaluating, benchmarking, and implementing best practice in CNG business.

Management of maintenance (LPG plants & facilities):

  • Manage maintenance and shutdown of Abu Dhabi & Al Ain LPG plants ensuring that approved maintenance procedures are followed by the concerned department in maintaining plant & equipment to ensure operational reliability, availability and optimizing facility utilization for ADNOC Distribution business requirements.
  • Oversee and monitor implementation of predictive and preventive maintenance activities and repair programs carried out by the Maintenance Department to ensure reliability, availability, integrity and safe operation of the plants.
  • Periodically review to ensure work permits are issued only by authorized employees after carrying out risk analysis and all safety requirements are met. Ensure all works are adequately and effectively supervised by concerned plant authorized employees.

CNG stations (Mother, Daughter & On-line):

  • Approve maintenance and shutdown of CNG stations ensuring approved maintenance procedures are followed by the concerned department in maintaining plant & equipment to ensure operational reliability, availability and optimizing facility utilization for ADNOC Distribution business requirements.
  • Review all operation and maintenance projects to ensure planning, organization and supervision verify completeness and ensure facilities delivered are safe, reliable considering the different natures, diversity of each system, equipment & facilities and complexity of technology involved.

Management of new projects and expansion:

  • Upgrade and develop company’s infrastructure and existing LPG and CNG facilities.
  • Identify and communicate needs to Head Office for modifications and/or improvements to CNG operations facilities and review modifications, expansion projects, project costing etc.
  • Review plants’ modifications, expansion projects and other related proposals and coordinate with various departments, statutory bodies etc during execution.
  • Ensure proper commissioning of new equipment and re-commissioning of overhauled/repaired equipment in time to minimise downtime.
  • Coordinate and follow up with EPD on progress of any new projects concerning LPG and CNG operations and ensure all necessary support is provided at location for timely completion.
  • Participate in project reviews such as HAZOP, HSEIA, HAZID and risk assessment as required.

Management of inventory (LPG):

  • Review daily operations of LPG plants to ensure product storage, receipts and deliveries by pipeline and tank-trucks are accomplished efficiently and approved in Stock Accounting System.
  • Oversee and monitor product stock loss/gain maintained within agreed limits; ensure daily inventory analysis and reporting for LPG (bulk & cylinders) stocks, consumables, spares for plant & equipment are carried out effectively by concerned employees.

Management of distribution (LPG):

  • Ensure preparation of dispatch program and its execution by Team Leader, LPG Distribution in Al Ain and Abu Dhabi. Monitor and ensure proper coordination with Sales Departments on urgent deliveries not covered in dispatch program.
  • Follow up on sales orders and product delivery requirements for service stations, distributors, and bulk customers.

Management of distribution (CNG operations):

  • Oversee overall process of distribution planning and management to ensure prompt delivery of products to service stations and bulk customers as per requirements in coordination with Sales, Regions divisions including preparation of daily distribution program, timely delivery and adherence to delivery schedule, clearance of any pending/urgent deliveries etc.
  • Depute Team Leader or Senior Engineer as Authorizing Engineer for CNG stations and CNG trailers operations and maintenance related activities and participate in development of non-routine live gas operations procedures and provide support during emergency response situations.
  • Participate in emergency and incident as a key team member for effective accident investigation and assign responsible employees for follow-ups for action and timely closeout of recommendations.
  • Attend and participate in project and engineering related meetings as required.

Responsibilities towards HSE and emergency response:

  • Support institution of HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the section in line with international standards, best practices and ADNOC Code of Practices.
  • Coordinate with concerned departments for implementing and reviewing plants’ HSE functions including procedures, quality and work instructions, periodical plants auditing with regard to quality, safety and work productivity.
  • Implement all operations trainings and recommend employees for job related HSE trainings to ensure personnel have adequate safety & fire-fighting training/exposure and effectively execute designated role of Crisis Management Team member in case of emergencies such as fire mishap/emergencies.
  • Ensure all safety equipment/facilities/systems (e.g. gas detection system, fire alarm system, foam system, firewater system etc.) are functioning at all times and defects/abnormalities are attended immediately by Maintenance Team/Service Contractors.
  • Review and take action on near miss situations, accidents & other unsafe incidents as per prevailing procedures.

Management of contracts:

  • Monitor quality and progress of work performed by various contractors to ensure work is completed as per company policies for technical, safety, quality and environment.
  • Identify bottlenecks and recommend corrective action to ensure smooth and timely completion of projects at optimum cost.
  • Evaluate potential contractors and suppliers and their services for various LPG & CNG services as required.

Other responsibilities:

  • Support preparation and review of CAPEX and OPEX for the department. Conduct studies and budgets for new and modified machines and equipment as part of the five years plan.
  • Ensure tasks such as manpower reviews, department logistics, following up on performance of contractors, participating in task forces aimed at improving ADNOC Distribution business process, and preparing various statistical, activity and development reports are performed by concerned employees on time.
  • Plan and supervise initiatives to achieve assigned balanced scorecard targets. Direct preparation of Operations/Maintenance capital and operating budget and control expenditure within approved budget provision.
  • As a SVP-O Leadership Team member, participate in tasks, workshops, special assignments and regular leadership meetings to ensure ADNOC Distribution business process, targets and goals are achieved.
  • Ensure liaison by concerned employees of LPG plants with external agencies such as head office, other divisions/departments/locations, contractors etc. in respect of various day-to-day works, operations and maintenance are managed effectively.

Qualifications, experience, knowledge & skills

  • Bachelor’s degree in Engineering (Mechanical, Chemical etc.) or equivalent engineering discipline.
  • Twelve years of experience in operations and supply chain related to downstream sector of oil & gas, including five years at managerial level.
