Planning Manager (Land Reclamation)

Experience in at least one project in Land Reclamation is a Must.

Role Summary

The Planning Manager will be responsible for developing, monitoring, and controlling project schedules across the full project lifecycle — from tender through construction and handover — with a particular focus on land reclamation works. This role requires deep technical planning expertise combined with a strong understanding of marine construction sequencing, dredging, and reclamation methodologies.

Land reclamation project experience is a mandatory requirement for this role.

Key Responsibilities

  • Develop, maintain, and update detailed project master schedules (Primavera P6 or equivalent) covering all phases of construction, including land reclamation, dredging, soil improvement, and marine works.
  • Prepare baseline programs, resource-loaded schedules, and S-curves for tender submissions and awarded projects.
  • Monitor progress against baseline, identify variances, and produce recovery plans as required.
  • Coordinate with site engineering, procurement, and construction teams to ensure schedule alignment with project execution.
  • Conduct schedule risk analysis and delay impact assessments, particularly relating to marine and reclamation activities (tides, weather windows, dredging plant availability, settlement periods).
  • Prepare progress reports, planning dashboards, and monthly reports for client and internal management review.
  • Support claims and extension of time (EOT) submissions with robust programme-based evidence.
  • Liaise with subcontractors and suppliers to integrate their schedules into the overall project programme.
  • Provide planning input during the tender/estimation stage, including methodology sequencing for reclamation and marine works.
  • Mentor and guide junior planning engineers within the team.

Required Qualifications & Experience

  • Bachelor's Degree in Civil Engineering, Construction Management, or a related field.
  • Minimum 8–12 years of planning/scheduling experience in the construction industry, with significant exposure to marine and civil infrastructure projects.
  • Proven, hands-on experience in land reclamation projects is mandatory (e.g., dredging, hydraulic filling, soil improvement, ground settlement monitoring, revetment/seawall construction).
  • Strong proficiency in Primavera P6; working knowledge of MS Project, and planning software tools.
  • Solid understanding of construction methodologies for marine works, port/harbor development, and coastal engineering.
  • Experience preparing and defending EOT claims and delay analysis.
  • Strong analytical, communication, and stakeholder management skills.
  • Prior experience working with Japanese or international marine contractors is an advantage.

Preferred Attributes

  • Professional certification (PMP, PMI-SP, or equivalent) is a plus.
  • Experience working in the Middle East, Southeast Asia, or other major reclamation markets.
  • Familiarity with international contract forms (FIDIC) as they relate to programme and delay management.
  • Ability to work in a multicultural, fast-paced project environment.
