PMO Manager, Vice President

Key Responsibilities

Data-Driven Delivery Assurance & Value Realisation

  • Value & Outcome Measurement: Translate programme delivery metrics into quantifiable business outcomes, including operational efficiency gains, accelerated time-to-market, risk reduction, client onboarding improvements, cost avoidance and revenue enablement.
  • Executive Management Information (MI): Develop and present executive-level governance reporting, Steering Committee packs, Programme Board updates and client-facing status reports, distilling complex delivery data into actionable insights and strategic decision points.
  • Predictive Portfolio Analytics: Leverage Jira and enterprise reporting tools to analyse sprint velocity, throughput, dependency management and delivery trends, proactively identifying risks, bottlenecks and slippage against critical milestones.
  • Benefits Tracking & Realisation: Establish and maintain frameworks to track programme benefits, financial performance and strategic outcomes against approved business cases and investment objectives.
  • Data Quality & Transparency: Drive a culture of evidence-based delivery management through the use of consistent, high-quality project data and reporting standards across all workstreams.

Programme Governance, Risk & Controls

  • PMO Framework Leadership: Define, implement and continuously enhance PMO standards, governance frameworks, delivery methodologies and stage-gate controls across global strategic transformation initiatives.
  • Portfolio Governance: Ensure adherence to enterprise project governance requirements, regulatory obligations and internal control standards across complex, cross-functional programmes.
  • Risk, Action, Issue & Dependency (RAID) Management: Maintain robust programme-level oversight of risks, issues, assumptions and dependencies, validating reported status against Jira, financial and operational datasets to ensure reporting accuracy.
  • Financial Governance & Control: Support programme budgeting, forecasting, investment tracking and financial performance management, identifying variances and recommending corrective actions where required.
  • Delivery Assurance: Provide independent challenge and assurance across programme workstreams, ensuring adherence to agreed scope, timelines, quality standards and governance controls.
  • Go-Live & Operational Readiness: Lead readiness assessments and transition planning activities to ensure successful implementation and seamless handover into Business-as-Usual (BAU) operations.
  • Audit & Regulatory Readiness: Support internal audit, risk and compliance reviews by maintaining complete governance artefacts, controls evidence and programme documentation.

Jira & Portfolio Management Leadership

  • Enterprise Jira Management: Champion Jira as the primary project and portfolio management platform, ensuring consistent utilisation for planning, dependency management, milestone tracking, risk management and executive reporting.
  • Portfolio Reporting & Dashboard Development: Design and maintain advanced Jira dashboards and management information reporting to provide real-time visibility into programme health, delivery performance and resource utilisation.
  • Data Integrity & Governance: Establish governance standards for Jira and Confluence usage, driving accuracy, completeness and reliability of programme data across global delivery teams.
  • Workflow Optimisation: Develop and continuously improve Jira workflows, reporting hierarchies and delivery metrics to enhance transparency, accountability and decision-making.
  • Systems Integration: Collaborate with Technology and PMO teams to integrate Jira with enterprise portfolio management and financial management tools where applicable.

Stakeholder & Client Management

  • Executive Stakeholder Engagement: Serve as a trusted advisor to senior leadership, programme sponsors and business executives, providing insight-driven recommendations and escalation management.
  • Cross-Functional Leadership: Partner closely with Alpha Data Services (ADS), Product, Technology, Operations, Client Onboarding, Risk, Compliance and external vendors to ensure alignment and successful execution of programme objectives.
  • Client-Facing Governance: Represent the PMO function in client governance forums, programme reviews and steering committees, demonstrating delivery progress, mitigation strategies and business value.
  • Constructive Challenge & Escalation: Provide effective oversight and challenge where programme metrics, delivery performance or control indicators are inconsistent with reported status, escalating material risks in a timely manner.
  • Change & Communication Management: Develop clear communication strategies to support organisational change, stakeholder adoption and programme transparency.

  • Budget adherence and forecasting accuracy.
  • Cost avoidance and efficiency savings realised.
  • Benefits realisation against approved business cases.
  • Resource utilisation and capacity optimisation.

Data & Reporting

  • Jira data quality and reporting completeness.
  • Dashboard adoption and stakeholder satisfaction.
  • Timeliness and accuracy of executive management information.
  • Delivery forecasting accuracy.

Qualifications & Experience

Experience

  • 10+ years' experience within Financial Services, Asset Management, Asset Servicing, Custody, Wealth Management or Capital Markets environments.
  • Extensive experience leading PMO functions supporting large-scale strategic transformation, client onboarding, operating model change and technology-enabled programmes.
  • Demonstrated success delivering complex global initiatives involving multiple stakeholders, business functions and third-party providers.
  • Strong understanding of front-to-back investment operations, middle office services, investment data management and regulatory change programmes.

Technical & Platform Competencies

  • Advanced expertise in Jira, Confluence and Agile delivery frameworks, including dashboard creation, portfolio reporting, dependency management and executive-level management information.
  • Experience with enterprise portfolio management platforms such as Clarity PPM, Planview or similar.
  • Proficiency in financial forecasting, budget management and benefits tracking methodologies.
  • Understanding of Agile, Waterfall and hybrid delivery methodologies.

Leadership & Professional Skills

  • Exceptional executive communication and presentation skills, with proven ability to influence stakeholders at Managing Director + levels.
  • Strong leadership presence with the ability to provide constructive challenge, drive accountability and influence decision-making across matrixed organisations.
  • Excellent relationship management skills with experience engaging institutional clients and senior regulatory stakeholders.
  • Highly analytical, commercially aware and capable of translating complex delivery data into strategic business insights.
  • Demonstrated ability to operate effectively in a fast-paced, highly regulated global financial services environment

Minimum Salary:

zł282,000 Annual

The minimum salary quoted above applies to the role in the primary location specified. If the candidate ultimately works outside of this primary location, the applicable minimum salary may differ.​

Salary will be determined based on factors such as the position, type of work performed, individual skills, job description, working hours, diligence, initiative, self-management, length of employment, availability, and the quantity and quality of work delivered, as well as other objective and non-discriminatory criteria relevant to State Street employees.​

In addition to salary, employees are eligible to be considered for discretionary annual performance-based awards.​
