Procurement Manager

Job summary

The procurement manager is responsible for leading end-to-end procurement activities on EPC (Engineering, Procurement, and Construction) projects, ensuring the timely, cost-effective, and compliant sourcing of materials, equipment, and subcontracted services. This role manages the full procurement cycle, vendor pre-qualification, bid evaluation, negotiation, and contract award, while ensuring alignment with project specifications, budgets, and delivery schedules. The procurement manager works closely with engineering, project controls, and QA/QC teams to secure long-lead items and critical equipment without compromising project timelines and manages a procurement team and vendor base capable of supporting project execution at scale.

Duties & responsibilities

  • Identify and develop relationships with cost-effective, quality suppliers; initiate new business partnerships
  • Lead final-stage negotiations to secure optimal pricing and terms
  • Ensure timely delivery of requested materials in the correct quantity and quality
  • Review and verify purchase orders, credit memos, contracts, and related procurement documents; identify risks in advance and recommend or make changes in the company's interest
  • Allocate responsibilities among the procurement team to achieve maximum results
  • Examine and reevaluate existing contracts and credit applications on an ongoing basis
  • Work closely with other divisions on project quotation preparation, applying procurement expertise to support profitability
  • Track and report key functional metrics (e.g., cost savings, PO cycle time, supplier on-time delivery) to reduce expenses
  • Anticipate shifts in supplier and client negotiating leverage and adjust sourcing strategy accordingly
  • Control procurement spends and build a culture of long-term cost savings
  • Manage and progress documentation required for clearing items from port without delay
  • Recommend suitable substitutes when requested items cannot be sourced within the required timeframe
  • Ensure company-wide adherence to procurement policy
  • Review, update, and maintain purchase orders through to closure
  • Ensure orders adhere to supplier agreements and contracts; report non-conformances
  • Lead resolution of reception and invoice discrepancies together with finance and logistics staff
  • Update and amend procurement policy in line with emerging risks and industry trends
  • Redesign and update procurement forms, templates, and the standard suite of contracts as needed
  • Ensure delegation of authorities is followed properly across the procurement function
  • Register new suppliers and maintain an up-to-date approved supplier list
  • Ensure no conflict of interest arises in the execution of procurement activities
  • Prepare service level agreements (SLAs) with supporting departments
  • Maintain confidentiality of sensitive procurement and business information

Requirements

Experience:
Minimum 10+ years’ experience working as a procurement manager in reputed EPC company. Saudi Aramco project experience preferred.

Education:
BSc or any graduation / MBA in supply chain management and logistics is a plus.

  • Knowledge of sourcing and procurement techniques as well as dexterity in reading the market

  • Strong leadership capabilities
  • Good knowledge of supplier or third-party management software
  • Good in making and managing contacts
  • Experience working with Microsoft Dynamics
  • Experience working with engineering, project controls, QA/QC, construction, finance, and logistics stakeholders
  • Professional proficiency in English
  • Good negotiator
