Role Overview:
The MOCTT Lead, who also serves as the Program Manager (PM), provides overall leadership and direction for the Marine Air-Ground Task Force Operations Center Training Team (MOCTT). This role is responsible for total program execution, ensuring all Performance Work Statement (PWS) requirements are met across cost, schedule, and performance objectives. The MOCTT Lead oversees personnel, training delivery, quality assurance, and information security compliance. Serving as the primary interface with the Contracting Officer (KO) and Contracting Officer’s Representative (COR), the MOCTT Lead manages all data deliverables, version control, and reporting. Located at MISTC HQ in Quantico, the MOCTT Lead also serves as a Site Lead and provides direction to subordinate site leads, ensuring alignment with Marine Corps Instructional Systems Design (MCISD) and Systems Approach to Training and Education (SATE) standards.

Specific Skillset
- Demonstrated expertise in MCISD/SATE methodology and curriculum development processes
- Proven ability to supervise instructors, functional specialists, and administrative staff across multiple sites
- Knowledge of Marine Corps training management frameworks (MCTIMS, TECOM policies, TEEP)
- Experience developing and executing Battle Staff Training Exercises (BSTEX) and other operational training events
- Proficiency in implementing ISO 9001 Quality Management Systems (QMS) and ISO 27001 Information Security Management Systems (ISMS)
- Familiarity with Quality Control Plans (QCP) and Quality Assurance Surveillance Plans (QASP)
