Project Manager
The role
Own clients and projects A to Z — from award through closeout — across multiple concurrent projects in AlUla (SAR 20M–60M+ each) for government and giga-project clients. You carry the contract, the programme, the commercial position, the client relationship, and the portfolio's reporting — with a compact team and an executive mandate, not a large back office.
What you'll do — core mandate
- End-to-end delivery ownership of a multi-project AlUla portfolio: programme, cost, quality, HSE, and contractual compliance
- Align horizontally with every function — commercial, procurement, finance, factory, and design — to unblock delivery
- Establish PMO standards, tools, and governance; transfer that knowledge into the company and enforce it with direct executive (CEO) backing
- Build and maintain Power BI reporting for portfolio visibility; operate fully within Microsoft Dynamics 365 Business Central (ERP) for budgets, billing, and cost control
- Drive execution on the ground and reinforce delivery teams hands-on when needed — it will be needed
- Cut project cost through value engineering, package restructuring, and subcontractor negotiation — without eroding quality or entitlement
- Lead technical and contractual responses to NCRs and client correspondence; protect the company's record and position
- Identify, substantiate, and secure commercial entitlements — variations and claims — with defensible documentation
- Grow repeat business with key government and giga-project clients; convert delivery performance into the next award
- Own project cash: forward cash-flow projections, invoice certification chase, and collection follow-through with client finance teams
Professional-standard responsibilities
- Integrated project management across all knowledge areas per PMI/PMBOK: scope, schedule, cost, quality, resources, communications, risk, procurement, and stakeholder management
- Maintain baseline programmes (CPM/Primavera P6 or equivalent) with earned-value and progress measurement; manage float, critical path, and recovery plans
- Run structured risk management: live risk registers, mitigation ownership, and contingency management
- Administer contracts with full correspondence discipline: notices, records, and time-bar compliance under the applicable contract form
- Lead monthly project reviews with KPI dashboards; escalate deviations early with recovery options, not surprises
- Develop the project team: performance management, coaching, and succession for key delivery positions
- Close out projects properly: lessons learned, final accounts, warranties, and documented handover
- Manage interfaces with authorities and third parties: permits, utility providers, and local regulatory requirements
Requirements
What you bring
- 10+ years in construction/fit-out project management, with at least 5 in Saudi Arabia; giga-project or government client experience strongly preferred
- Proven multi-project (portfolio) delivery of lump-sum contracts with tight variation and claims management
- Strong contractual literacy (FIDIC or bespoke government forms); confident drafting formal correspondence and NCR responses
- Working command of Power BI and ERP-based project controls (Microsoft Dynamics 365 / Business Central or similar)
- PMO setup or transformation experience; engineering or architecture degree; PMP or equivalent preferred
- Willingness to be based in AlUla for extended periods with regular Riyadh coordination
- Bilingual Arabic/English (written and spoken) strongly preferred
