QA/QC Manager
Key Responsibilities:
- Review the Contractor's Project Quality Plan, QA/QC procedures, and quality management systems.
- Review Inspection and Test Plans (ITPs), method statements, inspection procedures, and quality documentation.
- Monitor CSC inspection and quality-supervision activities to ensure effective implementation of project quality requirements.
- Conduct independent PMC quality audits, inspections, and surveillance activities.
- Monitor the quality of roads, utilities, and associated multidisciplinary infrastructure works.
- Verify material approval, inspection, sampling, and testing processes.
- Monitor Contractor workmanship and compliance with approved drawings, specifications, standards, and project requirements.
- Review, monitor, and track Non-Conformance Reports (NCRs) and corrective and preventive actions.
- Identify recurring non-conformances, quality trends, and potential quality risks and recommend corrective measures.
- Monitor laboratory and field testing activities and verify compliance with approved testing requirements.
- Coordinate quality matters with the Contractor, CSC, PMC disciplines, and Client representatives.
- Monitor quality records, inspection reports, test results, approvals, and supporting documentation.
- Oversee quality requirements during testing, commissioning, completion, and handover.
- Monitor snagging activities, defect identification, and timely closure of outstanding issues.
- Review quality dossiers, as-built documentation, test records, and handover documentation.
- Prepare quality performance reports, identify key quality risks, and provide recommendations to PMC management and the Client.
Minimum Requirements:
- Bachelor's Degree in Engineering, preferably Civil Engineering.
- Minimum 15–22 years of total professional experience.
- 10–12 years of experience in similar QA/QC or quality management roles.
- 8–12 years of GCC/KSA experience.
- Proven experience in PMC or engineering consultancy environments overseeing Contractor and CSC quality performance is preferred.
- Experience on multidisciplinary infrastructure and Design & Build (D&B) projects is preferred.
- Strong knowledge of QA/QC systems, inspection and testing procedures, ITPs, method statements, NCR management, audits, and quality assurance.
- Strong experience in roads, utilities, and major infrastructure works.
- Good knowledge of applicable engineering standards, specifications, codes, and contractual quality requirements.
- Experience managing and coordinating with Contractors, supervision consultants, laboratories, and multidisciplinary project teams.
- Strong analytical, reporting, communication, coordination, and problem-solving skills.
- Ability to independently assess quality performance and provide objective recommendations to the Client.
- Saudi Arabia/GCC project experience is strongly preferred.
- Relevant professional QA/QC certification is an advantage.
