QSSR-FINANCE ANALYST
Job Purpose
The Finance Analyst will provide financial analysis, reporting, planning, forecasting, budgeting, and advisory support to the PS MoD and its affiliated agencies. The role will support informed financial decision-making through analysis of financial performance, resource allocation, budget implementation, financial risks, and cost-saving opportunities. The Finance Analyst will also provide financial and budgetary analysis for peacekeeping, bilateral, and other mission-based operations.
Key Responsibilities
Financial reporting & advisory
- Compile and consolidate financial information and reports from the company and its affiliated agencies and prepare concise financial briefs for the PS.
- Analyse financial data, performance, and trends and provide timely financial insights, advice, and recommendations to support management decision-making.
- Prepare clear and useful financial reports using relevant financial metrics, indicators, and comparative analysis.
- Coordinate with relevant departments and agencies to obtain accurate and timely financial information and perform any other finance-related duties assigned by the PS.
Financial analysis & forecasting
- Analyse historical financial performance, trends, and financial statements to support forecasting and financial planning.
- Develop financial forecasts and assess the financial implications of policies, strategic initiatives, operational plans, and resource allocation decisions.
- Evaluate financial performance, operating records, expenditure patterns, and other relevant financial information and identify significant trends, risks, and opportunities.
- Prepare relevant financial analyses, including growth, profitability, return, efficiency, and other financial performance indicators, as required.
Budgeting & financial planning
- Support departments within the company and affiliated agencies in the preparation, review, and monitoring of annual budgets and medium- to long-term financial plans.
- Monitor budget implementation and analyze significant variances between approved budgets and actual expenditure.
- Provide recommendations on budget adjustments, resource allocation, and expenditure priorities based on financial analysis.
- Provide financial and budgetary analysis for peacekeeping, bilateral, and other mission based operations, including support to the preparation and review of mission budgets.
Financial control & performance management
- Support the oversight and analysis of financial planning, budgeting, auditing, taxation, consolidation, cost control, and project-related financial performance.
- Assess financial and operational proposals, including capital expenditure, depreciation, and investment decisions, and advise on their financial implications.
- Identify financial risks, cost-saving opportunities, inefficient resource utilization, and areas for improved financial performance.
- Support the implementation and monitoring of effective financial controls and mechanisms for financial performance management.
Investment & transaction analysis
- Review relevant financial information relating to prospective investments, transactions, and strategic financial initiatives.
- Analyse investment and capital expenditure opportunities and assess their potential returns, risks, costs, and financial implications.
- Provide financial input and recommendations to support investment, capital expenditure, and other strategic financial decisions.
Reporting & coordination
- Prepare periodic financial reports, analytical briefs, forecasts, budget performance reports, and management reports for consideration by the PS and other authorized decision-makers.
- Maintain accurate, organized, and accessible financial data and records to support financial analysis, reporting, planning, and decision-making.
- Coordinate with relevant company departments and affiliated agencies to ensure timely submission and validation of financial information.
- Maintain confidentiality and discretion when handling financial, budgetary, and other sensitive information.
Requirements
QUALIFICATIONS & EXPERIENCE
Education
- Master’s Degree or equivalent in Accounting, Public Finance, Finance, Management, Economics, or another relevant field.
- Professional qualification such as ACCA, CFA, CPA, or an equivalent relevant professional certification is recommended.
Experience
- Minimum of 4 years' professional experience in Accounting, Public Finance, Finance, Management, Economics, Financial Analysis, or a related field.
- Experience in financial analysis, budgeting, forecasting, financial reporting, and financial planning.
- Experience in analyzing financial performance, developing financial forecasts, and providing financial recommendations.
- Experience in public-sector finance, institutional budgeting, or large organizational financial management is an added advantage.
- Experience in financial planning and analysis for international, peacekeeping, bilateral, or other mission-based operations is an added advantage.
