African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South
Sudan.
On behalf of our Tanzania based
client, we are looking for a competent and experienced Clearance Manager
JOB SUMMARY.
The Clearance Manager leads the logistics and customs department to ensure the
legal, compliant, and highly efficient movement of goods across borders. This
role bridges the gap between internal supply chain operations, freight
forwarders, and government regulatory bodies. The primary goal is to minimize
transit times, eliminate compliance risks, and reduce port storage or demurrage
penalties.
KEY DUTIES AND RESPONSIBILITIES
Responsibilities
1. Compliance &
Regulatory Management
- Legal Compliance: Monitor adherence to local and
international trade laws, free trade agreements (FTAs), and sanctions.
- Audit Readiness: Maintain rigorous record keeping
systems for all entries, declarations, and duties paid to pass internal or
government audits.
- Risk Mitigation: Identify potential compliance
bottlenecks or legal risks in the supply chain and implement corrective
actions.
2. Operations &
Documentation Oversight
- Document Verification: Review complex shipping
documents including Bills of Lading, Commercial Invoices, Certificates of
Origin, and Packing Lists.
- Tariff Classification: Enforce exact Harmonized
System (HS) coding to guarantee proper duty valuation and avoid mis-declaration
penalties.
- Permit Acquisition: Secure specialized government agency
permits (e.g., health, , or standards bureaus) for restricted cargo.
3. Stakeholder &
Relationship Management
- Authority Liaison: Act as the primary point of
contact for Customs authorities, border control, and port officials during
disputes or physical inspections.
- Vendor Management: Evaluate and manage the
performance of third-party customs brokers, clearing agents, and freight
forwarders.
- Internal Advisory: Consult with Procurement, Sales,
and Finance departments regarding expected duty costs, lead times, and
regulatory restrictions for new products.
4. Team Leadership
& Cost Control
- Team Management: Supervise a team of clearing officers,
documentation clerks, and logistics coordinators, setting clear KPIs for
clearance turnaround times.
- Financial Oversight: Manage the customs deferment account, approve duty
payments, and aggressively track costs to eliminate demurrage and storage fees.
Requirements
MANDATORY
REQUIREMENTS
Educational
Qualifications
• Bachelor’s Degree: Required in Supply
Chain Management, Logistics, International Trade, Business Administration, or a
related field.
Professional Certifications (Highly
Preferred):
• Certified Customs Specialist (CCS) or
Certified International Trade Professional (CITP).
• Licensed Customs Broker status (issued
by the national customs authority).
• Certifications in Incoterms or
Dangerous Goods Regulations (DGR).
Work Experience
• Years
of Experience: Minimum of 3 years of
progressive experience in international logistics, customs brokerage, or
freight forwarding.
• Leadership
Experience: At least 2 to 3 years
in a supervisory or managerial role leading a team of clearing officers or
documentation specialists.
• Proven
Track Record: Demonstrated success in
handling complex customs disputes, reducing port demurrage costs, and managing
high volumes of both import and export shipments.
ADDED ADVANTAGE
• Fluent in English language
