About the Opportunity:

The Department of Housing Services is currently searching for its next Real Estate Development Financial Analyst to serve our mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents.

The Financial Analyst serves as the Housing Authority’s primary finance and accounting business partner for affordable housing real estate development, providing financial analysis, monitoring, reporting, and accounting support throughout the development lifecycle. The position supports the development and monitoring of project budgets and cash-flow forecast; reviews construction draws, invoices, development loans, contracts, and funding agreements; tracks project expenditures, revenues, and financing sources; supports accurate revenue recognition, reconciliations, year-end close, and financial reporting; monitors compliance with funding requirements and Low-Income Housing Tax Credit (LIHTC) partnership agreements; and coordinates financial information and documentation needed for the annual audits of the Authority’s limited partnerships.

Working closely with development staff and consultants, public and commercial funders, property partners, external accountants and auditors, and Housing Authority finance leadership, the position identifies financial risks and issues, explains financial requirements, and provides timely analysis and recommendations to support sound project and program decisions.

Ideal Knowledge, Skills, and Abilities (KSAs):

  • Strong foundation in GAAP, governmental finance, and accounting, with the ability to apply those principles to complex real estate development transactions.

  • Demonstrated ability to analyze project budgets, cash flows, revenues, expenditures, and financing sources; identify emerging risks; and recommend corrective action.

  • Experience reviewing and reconciling construction draws, invoices, loans, contracts, or other detailed financial records for accuracy, allowability, and compliance.

  • Ability to interpret and apply funding agreements, partnership documents, and applicable federal, state, and local requirements, including requirements associated with affordable housing and LIHTC projects.

  • Ability to process complex general ledger adjustments, including real estate transactions, dispositions, financing, period-end close adjustments and the placement and capitalization of physical property assets.

  • Coordinates with Auditors and Development for timely cost certification audits, tax returns and financial audits during the development period and the first year of operations.

  • Sound judgment and problem-solving skills when researching discrepancies, resolving complex financial issues, and determining when issues should be elevated.

  • Ability to communicate complex financial and accounting requirements clearly to development staff, community partners, leadership, and external auditors.

  • Strong organizational skills and attention to detail, with the ability to manage multiple projects, reporting requirements, audit requests, and deadlines simultaneously.

Minimum Qualifications

Education and Experience:

  • A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing; OR

  • An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing; OR

  • Six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of experience must be in the public sector.

Additional Requirements

  • Must pass a criminal background check post-offer.
