Position Summary
AKG Holding is seeking an experienced Senior Procurement Engineer – MEP to manage the end-to-end procurement of mechanical, electrical, plumbing, firefighting and ELV materials, equipment and specialist subcontract packages.
The role combines technical MEP knowledge, strategic sourcing and commercial negotiation. The successful candidate will evaluate technical requirements, identify and manage suppliers, compare bids, negotiate commercial terms, administer purchase orders and contracts, and ensure timely delivery while protecting cost, quality and project programme.
Key Responsibilities
1. Sourcing & Supplier Management
- Identify, pre-qualify and develop suppliers, manufacturers, authorised distributors and specialist subcontractors.
- Maintain and develop the approved vendor list, including supplier capability and performance records.
- Build strong relationships with manufacturers and regional agents to secure competitive pricing, product availability and technical support.
- Monitor supplier performance, delivery, quality and responsiveness, and address underperformance.
2. Technical Evaluation
- Review MEP drawings, specifications, schedules and BOQs to establish procurement requirements.
- Prepare complete RFQs and enquiry packages.
- Review supplier technical submittals and identify deviations, alternatives and value-engineering opportunities.
- Coordinate with Engineering, Design, QA/QC and Site teams to obtain technical approvals.
- Ensure compliance with Saudi Building Code, SASO, Civil Defence, utility authority requirements and applicable international standards.
3. Commercial Evaluation & Negotiation
- Prepare technical and commercial bid comparisons and verify quotation arithmetic.
- Normalise quotations on a like-for-like basis, including scope, exclusions, Incoterms, delivery and payment terms.
- Negotiate price, delivery, payment terms, warranties and contractual provisions.
- Prepare award recommendations with clear commercial justification.
- Achieve measurable savings without compromising quality, specification or programme.
4. Purchase Orders & Contract Administration
- Prepare, issue and administer purchase orders, supply agreements and subcontract packages.
- Maintain the PO register and monitor commitments, deliveries and outstanding actions.
- Manage variations, amendments and back-charges in accordance with company procedures.
- Coordinate required LCs, bank guarantees, advance payment guarantees and performance bonds.
- Complete order close-out, including final delivery, documentation, warranties and retention release.
5. Cost Control & Reporting
- Prepare procurement budgets, forecasts and cost reports for assigned MEP packages.
- Track committed costs against approved budgets and explain variances.
- Report procurement pipeline, awards, savings, delivery status and key risks.
- Support tendering and estimating activities by obtaining budgetary quotations.
6. Logistics & Delivery
- Align procurement activities and lead times with the construction programme.
- Identify and manage long-lead MEP items.
- Coordinate shipping, customs clearance, inspection and delivery of imported equipment.
- Expedite suppliers and implement recovery actions when delays threaten the programme.
- Coordinate with Stores and Site teams on material receipt and discrepancies.
7. Compliance & Governance
- Ensure all procurement activities comply with company policies, delegation of authority and audit requirements.
- Maintain complete and auditable procurement records.
- Support applicable local-content requirements and reporting.
- Verify supplier documentation, including Commercial Registration, VAT registration and relevant certifications.
- Maintain confidentiality, declare conflicts of interest and uphold the highest standards of ethical procurement.
Required Qualifications & Experience
Essential
- Bachelor’s degree in Mechanical or Electrical Engineering.
- Minimum 10 years of procurement experience, including at least 5 years in MEP procurement within construction, contracting or facility management.
- Proven procurement experience across HVAC, electrical, plumbing, firefighting and ELV packages.
- Strong ability to read and interpret MEP drawings, specifications, schedules and BOQs.
- Proven experience negotiating and awarding high-value packages, with demonstrable cost savings.
- Strong knowledge of the Saudi MEP supplier and subcontractor market, including local manufacturers, authorised agents and import channels.
- Advanced working knowledge of Microsoft Excel for bid comparisons, cost analysis and reporting.
- Strong written and spoken English.
- Transferable Iqama or legal eligibility to work in Saudi Arabia.
- Available to join within 30 days.
Preferred
- Professional certification such as CIPS, CSCP or CPSM.
- Experience with SAP MM, Oracle, Odoo or other ERP procurement systems.
- Arabic language skills.
- Experience working with government or semi-government clients.
- Familiarity with Etimad.
- Knowledge of local-content requirements and reporting frameworks.
- Experience with Letters of Credit and international procurement.
- Saudi driving licence.
Technical Knowledge
The successful candidate should have working procurement knowledge of:
HVAC: Chillers, AHUs, FCUs, package units, VRF, pumps, ductwork, insulation and controls.
Electrical: MV/LV switchgear, transformers, DBs, cables, cable trays, containment, busbar, lighting, generators and UPS.
Plumbing & Drainage: Pipework, fittings, valves, pumps, water tanks, water heaters, sanitary ware and drainage systems.
Firefighting & Fire Alarm: Fire pumps, sprinklers, standpipes, gas suppression, fire alarm and detection systems, including Civil Defence requirements.
ELV & BMS: Building management systems, CCTV, access control, structured cabling and public address systems.
Standards: Saudi Building Code, SASO, ASHRAE, NFPA, IEC, BS/EN and relevant utility authority requirements.
