Senior Procurement Engineer
Working location
Initially based in Doha, Qatar (onshore, residential), with subsequent relocation required to:
- Vendor locations (mainly India, China, Europe, South East Asia, etc.)
- Main construction yard(s) in China and other vendor locations as necessary

Accountabilities
The job holder is accountable for:
- Demonstrating exemplary behavior with regard to HSE rules and requirements
- Implementing HSE rules within their area of responsibility
Key accountability for the senior procurement engineer:
- Desk and field expediting of problematic vendors with the EPCIC contractor to ensure smooth and timely deliveries of EPCIC contractor supplied materials and assigned packages
- Ensuring technical coordination with engineering relevant disciplines, QA/QC, contracts, planning, construction, commissioning, ATEX, FOPS, etc. during all phases of the EPCIC contract
Job dimensions
- The development will involve several EPCIC contracts executed in parallel over approximately 6 years
- The work includes extensive subsea and topside facilities, multiple pipelines and cables, and greenfield and brownfield integration scopes
- The role's scope is to perform desk and field expediting of major and problematic tagged equipment and materials, including assigned packages
- The job holder may be required to field expedite other EPCIC equipment and materials, especially where there are common vendors
- The job holder is part of the project management team
Activities
General
- Carry out work in compliance with company values, policies, relevant laws and regulations, agreed company priorities and objectives, standards and procedures
- Treat all information obtained during the course of work with confidentiality
Procurement and expediting
- Be part of the EPCIC procurement and expediting team
- Attend supplier and EPCIC contractor expediting meetings, highlight issues/delays or potential issues/delays, and report to the company where required
- Attend vendor progress meetings, address issues/delays raised by vendors, and work with relevant parties to resolve them
- Review with EPCIC contractor's package managers and expeditors vendor progress and expediting status
- Review expediting reports and highlight any slippages from plan to the senior procurement engineer (lead) and planner
- Review and expedite EPCIC contractor for pending vendor documentation submissions for all campaigns, including vendor data book
Documentation and surveillance
- Review vendor documentation in the company document control system
- Review EPCIC contractor's surveillance plan with QA/QC lead and QA/QC surveillance engineer to ensure proper execution by contractor and vendors
- Review vendor progress reports versus production schedules, advise on any slippages, and propose remedial actions as necessary
- Perform field expediting to verify actual progress of major and problematic packages and adjust expediting strategy accordingly
Schedule and risk management
- In case of slippage in schedule, liaise with other teams involved (engineering, construction, commissioning, etc.) to propose remedial actions for implementation by EPCIC contractor and vendors
- Identify procurement risks and advise on mitigation strategies
Testing and FATs
- Review FAT plans and cyber security FAT plans with internal disciplines and ensure participation of relevant disciplines for FAT, EX inspections, and cyber security FATs
- Ensure punch lists are closed at vendor facilities after FATs to minimize carry-over to construction yards
Materials and spare parts
- Participate in spare parts management and procurement by the EPCIC contractor in coordination with end users and warehouse, ensuring alignment with contract requirements
- Support the follow-up and monitoring of vendor field site representatives mobilization by EPCIC contractor to align with construction and commissioning schedules
Punch list and performance
- Ensure closure of punch lists in ICAPS pertaining to assigned package(s)
- Evaluate vendor performance along with QA/QC and discipline engineers
Support and leadership
- Stand in for other senior procurement engineers in their absence as required
- Promote a no-change policy to meet budget and schedule constraints without impairing quality and safety of EPCIC activities
Coordination and lessons learned
- Ensure close coordination with the project team on all engineering, constructability, and operational matters
- Ensure relevant lessons learned from previous projects are considered for current project performance, and report lessons learned on current package
Requirements
Qualifications
- Bachelor's degree in any engineering discipline
Experience
- Minimum 15 years of relevant experience in oil and gas major projects procurement and expediting
Skills and competencies
- Able to travel worldwide on short notice for expediting missions
- Fluent English (mandatory); Chinese is an advantage
