Qualification and Experience Required
Qualification: Bachelor's degree in any engineering discipline
Experience: Minimum 15 years of relevant experience in oil and gas major projects procurement and expediting
Able to travel on short notice for expediting missions worldwide
Fluent English is mandatory; Chinese is an advantage

The Senior Procurement Engineer is responsible for:
- Desk and field expediting of problematic vendors with EPCIC contractor to ensure smooth and timely deliveries of EPCIC contractor's supplied materials and assigned package
- Ensuring technical coordination with engineering relevant disciplines, QAQC, contracts, planning, construction, commissioning, ATEX, FOPS, etc. during all phases of EPCIC contract
Activities
- Carry out work in compliance with company values and policies, relevant laws and regulations, agreed company priorities and objectives, company standards and procedures
- Treat all information obtained during the course of the work with confidentiality
- Be part of EPCIC procurement and expediting team
- Attend SCM and expediting meetings and highlight to EPCIC contractor issues, delays, or potential issues and delays regarding their vendors
- Attend vendors progress meetings and address issues or delays raised by vendors
- Review with EPCIC contractor's package managers and expeditors on vendor's progress
- Review Expediting Status Report (ESR) and report any slippages from plan to Senior Procurement Engineer (Lead) and planner
- Review VMDR and expedite EPCIC contractor for pending vendor documentation submission of Campaign 1 and Campaign 2 including Vendor Data Book
- Review vendor documentation in MANASA (Company Document Control System)
- Review EPCIC contractor surveillance plan with QAQC lead and QAQC surveillance engineer and ensure proper execution by contractor
- Review vendors progress reports versus production schedules and advise if any slippages
- Perform field expediting to verify the actual progress of major and problematic packages and expedite them accordingly
- In case of schedule slippage, liaise with other teams involved (engineering, construction, commissioning) to propose remedial actions for implementation by EPCIC contractor and vendor
- Identify procurement risks and advise mitigation strategies
- Review FAT plan and cyber security FAT plan with internal disciplines to ensure participation of disciplines for FAT, EX inspections, and cyber security FAT
- Ensure punch lists are closed at vendors' facility after FAT and minimize carry over to construction yard
- Participate in spare parts management and procurement by contractor in accordance with EPCIC contract and coordination with FOPS, end users, and warehouse
- Follow up and monitor vendors' field site representative mobilization by EPCIC contractor to align with construction and commissioning schedules
- Closure of punch list in ICAPS pertaining to assigned package
- Evaluate vendors' performance along with QAQC and discipline engineers
- Stand in for other Senior Procurement Engineer in his or her absence
- Promote a "no change policy" to meet budget and schedule constraints without impairing quality and safety of EPCIC activities
- Ensure close coordination within project team on all engineering, constructability, and operational matters
- Ensure that relevant lessons learned from previous projects are considered for project work performance and report lessons learned on the current package
