Job purpose

Lead, manage, and oversee all project controls functions for ADNOC offshore projects, including planning, scheduling, cost control, budgeting, forecasting, risk management, performance monitoring, progress measurement, reporting, change management, and project governance. Ensure successful delivery of projects by maintaining effective control of cost, schedule, resources, and project performance in line with ADNOC standards and project objectives.

Key responsibilities

Project controls leadership
Lead the project controls team comprising planning engineers, cost engineers, risk engineers, progress engineers, and reporting specialists.
Establish and implement project controls systems, procedures, methodologies, and reporting frameworks.
Provide strategic project controls guidance to project management and ADNOC stakeholders.
Ensure compliance with ADNOC project control standards, project execution plans, and governance requirements.

Planning & scheduling
Develop and maintain integrated project schedules covering:

  • Engineering
  • Procurement
  • Fabrication
  • Offshore construction
  • Installation
  • Hook-up
  • Commissioning
  • Start-up

Review and approve EPC/EPCI contractor schedules.
Monitor critical path activities and schedule performance.
Conduct schedule risk analysis and identify recovery strategies.
Ensure proper schedule integration across all project phases.

Cost management & control
Develop project budgets, cost baselines, and expenditure forecasts.
Monitor project cost performance against approved budgets.

Recommend corrective actions to address cost overruns.
Ensure cost reporting accuracy and transparency.

Progress measurement & reporting
Establish project progress measurement systems.
Monitor project performance using key metrics and KPIs.
Consolidate contractor and project team progress reports.
Prepare and present:

  • Weekly reports
  • Monthly progress reports
  • Executive dashboards
  • Management presentations
  • Board-level reports

Provide accurate and timely project performance updates to senior management.

Risk management
Lead project risk management processes.
Facilitate:

  • Risk identification workshops
  • Risk assessments
  • Quantitative risk analysis
  • Schedule risk analysis

Maintain project risk registers.
Monitor mitigation actions and contingency utilization.
Advise management on project threats and opportunities.

Change management
Manage project change control processes.
Review and assess:

  • Change requests
  • Variation orders
  • Scope changes
  • Claims

Evaluate schedule and cost impacts of proposed changes.
Ensure all changes are processed through approved governance procedures.

Contract & claims support
Support contract administration and commercial teams.
Analyze contractor claims regarding:

  • Delays
  • Productivity losses
  • Additional costs
  • Extension of time (EOT)

Prepare project control assessments and supporting documentation.
Participate in dispute resolution and claim negotiations.

Offshore project monitoring
Monitor project execution during:

  • Fabrication
  • Offshore installation
  • Hook-up
  • Commissioning

Ensure alignment between field progress and project baseline schedules.
Evaluate offshore campaign performance and productivity.

Project governance
Implement project control governance processes.
Ensure compliance with:

  • ADNOC Project Management System
  • Stage gate requirements
  • Corporate reporting requirements
  • Internal audit requirements

Participate in management reviews and project assurance audits.

Stakeholder management
Interface with:

  • ADNOC offshore management
  • Project directors
  • EPC contractors
  • PMC consultants
  • Finance teams
  • Procurement teams
  • Construction teams

Present project status and recommendations to senior leadership.

Qualifications

Minimum qualification
Bachelor's degree in engineering

Preferred qualification
Master's degree in project management, engineering, or business administration (MBA)

Professional certifications
PMP (Project Management Professional)
PMI-SP (Scheduling Professional)
AACE Certification (CCP or PSP)
Primavera P6 Professional Certification

Experience

Minimum experience
15+ years of project controls experience.
10+ years in oil & gas, offshore, EPC, or mega projects.
Minimum 5 years in a senior project controls leadership role.
