Qualification

Bachelor's degree: In an engineering discipline from an internationally recognized university, preferably mechanical engineering; master's degree is preferable.
Professional membership: Membership of a recognized relevant professional institution is preferable.

Experience

• Minimum 15 years relevant QA/QC experience in oil & gas projects, including solid offshore experience and at least 5 years in a similar senior position.
• Qualified lead ISO 9001 auditor; professional quality qualifications are desirable.
• Working knowledge of international codes and standards relevant to quality.
• Experience developing quality management systems and QA/QC for oil & gas or infrastructure/civil projects during engineering, procurement, construction and commissioning.
• Working knowledge of manufacturing inspection and certification processes for project equipment/materials and associated QA/QC practices.
• Working knowledge of offshore construction, welding, and conventional/non-conventional NDE techniques.
• Proficient written and spoken English.
• Leadership skills to organize and motivate project and contractor quality/inspection teams to high performance.

Primary duties and responsibilities

• Provide professional technical guidance with full responsibility and accountability for implementation of the Quality Management System within offshore EPIC projects.
• Ensure and monitor compliance with client standards, recognized engineering practices, and applicable international codes through project quality plans.
• Prepare project QMS documentation and manage implementation of QMS compliance requirements in contracts.
• Act as focal point for corporate/external audits and coordinate second-party audits of contractors.
• Guide personnel and project team on ISO 9001, QMS documentation, and certification requirements.
• Prepare the project quality plan with the project team and ensure EPIC contractor PQPs are established and followed throughout the project lifecycle.
• Review EPIC scope of services/scope of work to ensure quality and technical requirements, QA/QC deliverables, and system documents are incorporated.
• Participate in prequalification of EPIC contractors/subcontractors/vendors and enforce compliance with ISO 9001 and applicable quality requirements.
• Participate in technical bid evaluations to ensure quality requirements are addressed and understood.
• Review contractor/supplier engineering and construction deliverables with emphasis on QA/QC and coordinate technical issues with discipline specialists.
• Ensure deviation and non-conformance control systems are implemented and that NCRs/CARs are properly resolved and closed.
• Lead multidisciplinary QA/QC teams and ensure ITPs and procedures are in place and adhered to throughout the project lifecycle.
