Senior Technical Manager, Contracts Management

This Opportunity

WSP has a career opportunity for an engineer to serve as Contracts Manager for the continuation of Design Support Services During Construction (DSDC) on one of the region’s marquee transit programs in San Francisco. The role offers an exceptional opportunity for professional and technical growth for the selected candidate, who will join a team of infrastructure experts and work closely with the Section Managers on design and project management issues. The successful candidate
will have some field construction and/or design experience. In our experience, the leadership team, helping to resolve issues early and protect the project’s commercial position before matters evolve into formal claims or disputes

The position is full time and requires working a minimum of four out of five days at the San Francisco project office.

Your Impact

  • Manage the negotiation, award, and administration of large-value subcontracts in support of a transit megaproject using various commercial models, primarily cost-reimbursable contract mechanisms, to satisfy project needs and client requirements while providing best value and cost effectiveness.
  • Work closely with technical managers for each of the megaproject’s three sections to establish subcontract scope and subcontract documents while adhering to Prime Agreement/subcontract terms and conditions. Draft and issue various agreement types, including professional services subcontracts, independent consulting agreements, vendor agreements and intercompany agreements.
  • Coordinate with Project Accountant on financial activities, including indirect rates for subconsultants.
  • Analyze subcontract data for key contract metrics.
  • Ensure compliance with Federal Acquisition Regulations (FAR) and other federal, state, and local laws and regulations and company policy through directing the procurement process, as well as guiding/counseling the project team.
  • Coordinate with WSP Subcontracts USA and integrated project team, including the client’s staff, to support seamless and effective execution and resolve contractual issues.
  • Review and provide recommendations to mitigate subcontract risk.
  • Support WSP USA procurement and subcontracting policies, procedures, and guidelines with special emphasis on maintaining the highest ethical and professional standards.
  • Participate with responsible parties to ensure that subconsultant claims and disputes are resolved without delay.
  • Support the project management team on program delivery activities as needed, including scope, schedule, cost and risk interfaces.
  • Ensure compliance with Client’s Disadvantage Business Enterprise (DBE) program requirements, including monthly payment audits.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s Degree in Business, Supply Chain, Construction Management, Economics, or Engineering preferred.
  • 10+ years of relevant post-education experience.=
  • Contract administration expertise across the full contract lifecycle.
  • Claim management experience on large infrastructure programs preferred.
  • Strong stakeholder engagement skills across the client, project team, subconsultants and external stakeholders.
  • Ability to support project management functions, including scope, schedule, cost and risk, in coordination with the project management team.
  • PE License in Civil Engineering is preferred.
  • Familiarity with procurement and subcontracting in the engineering and construction industry is an asset
  • Proven experience with Federal Acquisition Regulations (FAR) and other Federal, State, and local laws and regulations.
  • Experience with Federal and non-Federal procurements/sub-contracts.
  • Outstanding interpersonal and communication skills, including the ability to prepare and make presentations to project and external groups and stakeholders.
  • Excellent computer literacy skills and skills in MS Office 365, and Adobe Acrobat Pro DC.
  • Strong leadership and decision-making skills.
  • Excellent writing skills
  • Exceptional negotiation skills.
  • Proven ability to work collaboratively in a diverse team environment, juggle multiple assignments and deliver in a targeted timeframe and budget.
  • Must pass background check.

Compensation:
Expected Salary (all locations): $170,000 - $215,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
