Position Summary:
This role is responsible for building and enforcing the company’s procurement system and owning project buyout, ensuring all subcontractor and vendor commitments are competitively sourced, contractually controlled, and visible before work begins. The position serves as the central control point for procurement discipline, vendor selection, and committed spend, eliminating off-system purchasing and improving project cost, forecasting, and schedule performance. This role is expected to build and scale the procurement function, with the potential to grow into a leadership position as the organization expands.
Essential Duties and Responsibilities:
- Own and enforce the company’s procurement and PO system, including strict PO-first purchasing discipline
- Eliminate off-system spend by ensuring all subcontractor and vendor commitments are approved and issued through the PO system
- Lead project buyout at award, including sourcing, negotiating, and awarding subcontracts and major vendor packages
- Partner with Estimating to convert scopes of work and quantity takeoffs into competitively awarded subcontracts and purchase orders
- Develop and execute structured RFP processes, including bid package development, bid leveling, and vendor selection
- Build and manage a qualified vendor and subcontractor base, including ongoing evaluation of pricing, performance, and reliability
- Negotiate pricing, terms, scope alignment, and delivery commitments with subcontractors and vendors
- Partner with Finance to align procurement commitments with project forecasts and improve cost control
- Align procurement activities with construction schedules to support timely project execution
- Track deliveries and proactively manage risks to project schedules, including delays, shortages, and damaged materials
- Train project teams and enforce accountability to procurement policies and system usage
- Standardize procurement workflows and drive adoption across all project teams
