Technical Manager (Pre-Tender)
Role Summary We are looking for an experienced Technical Manager – Pre-Tender to lead the technical aspects of tender preparation and support the tendering team in developing practical, compliant, and cost-effective construction methodologies.
The ideal candidate will have extensive experience in civil construction, infrastructure, and/or building projects, with strong knowledge of tender requirements, technical documentation, construction methodologies, and local authority regulations.
Key Responsibilities Review and analyze tender documents, specifications, drawings, and client requirements.
Develop technical submissions, method statements, and supporting documentation for tender proposals.
Prepare execution plans, construction sequences, logistics plans, traffic management plans, and other technical documents as required.
Identify technical risks, constraints, opportunities, and potential solutions during the tender stage.
Provide technical recommendations based on techno-commercial evaluations and previous project experience.
Support the tendering team in developing practical, efficient, and cost-effective construction methodologies.
Review proposed construction methods and ensure their technical feasibility and compliance with project requirements.
Demonstrate sound knowledge of temporary works requirements and construction methodologies.
Ensure tender submissions comply with applicable local authority regulations, industry standards, specifications, and client requirements.
Coordinate with commercial, estimating, planning, and other technical teams to ensure a comprehensive tender submission.
Provide technical input during tender clarifications and discussions with clients and consultants, when required.
Maintain and utilize previous project experience, technical knowledge, and lessons learned to strengthen future tender submissions.
Qualifications Experience & Skills Minimum 15 years of relevant experience in the construction industry.
Bachelor's degree in Civil Engineering or a related engineering discipline.
Experience in infrastructure, multi-storey buildings, commercial projects , or similar construction environments.
GCC experience of 10+ years is preferred.
Strong experience in pre-tender technical preparation and construction methodology development.
CRPEP registration is preferred.
Strong knowledge of local authority standards, regulations, and approval requirements.
Good understanding of construction methods, sequencing, logistics, and temporary works.
Strong technical report-writing and documentation skills.
Excellent communication, coordination, and interpersonal skills.
Ability to work effectively under tight tender deadlines.
Strong analytical and problem-solving skills.
Proficiency in Microsoft Office Suite and Adobe Acrobat .
AutoCAD knowledge is preferred.
