Technology Manager

Arlington County's Department of Technology Services (DTS) is hiring an experienced Technology Manager to lead the ConnectArlington Fiber Team. ConnectArlington is Arlington County’s publicly owned fiber-optic network, providing secure, high-speed connectivity for County government operations, public safety, Arlington Public Schools, traffic infrastructure, and other essential public services.

The Technology Manager is responsible for leading the operation, maintenance, expansion, and long-term planning of the ConnectArlington fiber network. The position supervises a multidisciplinary team of fiber engineering and field professionals and oversees fiber construction, infrastructure maintenance, service restoration, capital projects, contractor performance, budgeting, permitting, documentation, and coordination with internal and external stakeholders.

The ideal candidate demonstrates the following:

  • A collaborative and results-driven leader with experience managing fiber-optic, telecommunications, or other critical infrastructure programs;
  • Possess strong technical and project management skills;
  • Proven ability to lead technical teams, and experience managing budgets, contractors, and capital projects; and/or
  • An effective communicator who can balance day-to-day operations with long-term planning while supporting the continued growth, resiliency, and reliability of the ConnectArlington fiber network.

Specific duties include:

  • Leading and developing the ConnectArlington Fiber Team, including assigning priorities, supervising engineering and field personnel, providing performance feedback, supporting professional development, and promoting accountability and collaboration;

  • Directing the operation, maintenance, monitoring, and emergency restoration of the ConnectArlington fiber-optic network, to provide reliable connectivity for County facilities, Arlington Public Schools, public safety operations, transportation infrastructure, and other essential services;

  • Managing fiber infrastructure projects from planning through completion, including engineering design, construction oversight, network expansion, resiliency initiatives, permitting, testing, documentation, and project delivery while managing scope, schedule, budget, risk, and stakeholder expectations.

  • Managing program finances, contracts, and vendor performance, including operating and capital budgets, cost estimates, procurements, purchase orders, professional services, contractor deliverables and oversight, invoices, and compliance with County standards and contractual requirements; and

  • Providing strategic and operational leadership for the ConnectArlington program, including developing policies, technical standards, emergency procedures, performance measures, infrastructure investment plans, executive briefings, and long-range recommendations addressing network growth, redundancy, resiliency, and changing County needs.

Minimums:

  • Bachelor’s degree in Information Technology, Telecommunications, Engineering, Computer Science, Information Systems Management, or a related field; and

  • Considerable and progressively responsible experience managing fiber-optic, telecommunications, network, utility, or other critical infrastructure programs, including experience coordinating or supervising the work of technical professionals.

Substitution:

Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirables: Preference may be given to applicants with experience in one or more of the following:

  • Managing fiber-optic, telecommunications, or critical infrastructure programs, including outside plant and inside plant networks, Distributed Antenna Systems (DAS), public safety communications, network resiliency, and infrastructure lifecycle management.
  • Leading technical teams and delivering capital projects, including supervision of technical staff, budget development, contract administration, vendor management, procurement, engineering, construction, and emergency restoration activities.
  • Developing long-range infrastructure strategies and operational standards, including Capital Improvement Program (CIP) planning, permitting

  • Availability to respond to significant fiber outages, emergency restoration events, and critical infrastructure incidents outside normal business hours is required.

  • The position requires travel to County facilities, construction sites, fiber routes, and other field locations within Arlington County.

  • The position requires work in or around active construction and telecommunications environments, consistent with its managerial and oversight responsibilities.

  • In accordance with § 19.2-392.15, applicants are not required to provide information regarding sealed arrests, charges, or convictions in response to any questions or inquiries during the hiring process.

Additional Information:

Work hours: This is a 40-hour-per-week position, generally Monday through Friday, 8:00 a.m. to 5:00 p.m., with some scheduling flexibility.

Occasional evening, night, weekend, or emergency-response work may be required to support fiber restoration, construction activities, planned maintenance, or critical County operations.

This is an onsite position with some remote work available with prior supervisor approval, subject to operational requirements and Arlington County telework policies.
