QSSR-CONSTRUCTION ANALYST
- Support the PS in monitoring and coordinating the implementation of the company's construction and infrastructure projects and follow up on construction-related matters referred to the Office of the PS.
- Monitor project implementation against approved designs, specifications, applicable standards, quality requirements, and institutional procedures.
- Conduct site visits, inspections, technical assessments, and participate in project and technical meetings as required.
- Identify technical risks, deficiencies, delays, quality concerns, and instances of noncompliance, recommend corrective measures, and follow up on agreed actions.
- Participate in project completion assessments, commissioning, inspections, and handovers.
- Perform any other construction-related duties assigned by the PS.
- Analyze and review designs, drawings, specifications, bills of quantities, and other technical documentation for the company's infrastructure projects.
- Review construction technical proposals and submissions to the Office of the PS and provide technical observations and recommendations.
- Assess the technical suitability, constructability, quality, durability, and compliance of proposed construction solutions and identify design deficiencies and technical risks.
- Review proposed design changes, variations, and technical reports and advise on their technical implications.
- Provide professional technical advice to the PS on construction and infrastructure matters.
- Monitor and provide technical advice on compliance with applicable construction standards, specifications, building codes, and quality requirements.
- Assess construction works against approved designs and technical specifications and identify defects, deviations, and areas requiring corrective action.
- Recommend measures to improve construction quality, durability, efficiency, sustainability, and value for money.
- Keep abreast of relevant national and international construction standards and good industry practices.
- Provide technical advice and support to the PS on construction-related procurement and tendering matters.
- Review technical components of tender documents, specifications, scopes of work, bids, proposals, and other procurement documentation.
- Assess the technical suitability and compliance of proposed construction solutions and provide professional technical observations.
- Identify technical risks or ambiguities that may affect project cost, quality, implementation, or performance.
- Provide technical input on proposed variations, substitutions, or changes to support transparent, technically sound, and value-for-money procurement.
- Conduct research on emerging construction technologies, materials, methods, and project delivery practices, including sustainable and digital construction solutions.
- Assess the potential benefits, risks, costs, and applicability of emerging technologies to the company's projects.
- Prepare technical briefs and recommendations on innovative construction approaches for consideration by the PS.
- Identify and promote opportunities to improve the quality, efficiency, sustainability, durability, and cost-effectiveness of the company's infrastructure projects.
- Participate in inspections and technical assessments of completed construction projects and review completion and handover documentation.
- Identify outstanding works, defects, deficiencies, and other technical issues and recommend corrective actions.
- Prepare technical reports, assessments, briefing notes, recommendations, and periodic updates on project status, progress, risks, and performance.
- Maintain accurate records of technical reviews, inspections, project assessments, recommendations, and follow-up actions.
- Provide timely technical updates to the PS on significant project developments, risks, and unresolved issues.
- Provide independent, objective, and evidence-based technical advice, opinions, and recommendations to the PS on construction and infrastructure matters.
- Prepare technical briefs and analyses to support informed decision-making and highlight matters requiring management attention or institutional intervention.
- Maintain confidentiality and discretion when handling the company's construction, infrastructure, procurement, and other sensitive information.
Requirements
- Master's Degree or equivalent in Civil Engineering, Construction Management, Structural Engineering, Architecture, Quantity Surveying, Project Management, or another relevant field.
- Bachelor's Degree in Civil Engineering, Construction, Architecture, or another relevant discipline.
- Professional registration with a relevant recognized professional body is an added advantage.
- Minimum of 4 years' professional experience in Civil Engineering, construction management, infrastructure development, project management, or a related field.
- Experience in construction project coordination, technical analysis, design review, project monitoring, or construction supervision.
- Experience in reviewing technical proposals, construction documentation, and technical reports.
- Experience in construction tendering and procurement processes is an added advantage.
- Experience in public-sector, institutional, large-scale, or complex construction projects and working with consultants, contractors, engineers, and other construction stakeholders is an added advantage.
